What is the WHEDA loan program and how do I qualify?
WHEDA stands for the Wisconsin Housing and Economic Development Authority. It's a state agency that offers below-market interest rate mortgages and down payment assistance to income-qualified Wisconsin buyers — primarily first-time buyers or those buying in targeted areas.
WHEDA Advantage (The Core Program)
This is a 30-year, fixed-rate conventional loan offered at rates that are typically 0.25–0.75% below market. That's a meaningful savings over 30 years. It can be combined with WHEDA's down payment assistance programs.
Who Qualifies?
- First-time buyer: You must not have owned a home in the past 3 years (waived in some targeted areas)
- Income limits: Vary by county and household size. In Dane County, limits run approximately $91,000–$105,000 depending on household size
- Purchase price limits: Also county-specific, but typically accommodate most starter and mid-range homes in Wisconsin
- Credit: Minimum 620–640 depending on program
- Primary residence only
WHEDA Down Payment Assistance
WHEDA offers an "Easy Close" DPA product — a 10-year second mortgage at a low rate (sometimes 0%) to cover your down payment and closing costs. When combined with the below-market first mortgage, this program can dramatically reduce your upfront cash need.
